Does your “scooter” have an *alternator” to charge the battery while running? Headlights take several AMPS to operate, while the engine’s IGNITION SYSTEM takes (usually) very little. Therefore, when you turn the headlights on, their needs are very high, and they rob whatever power they can. So, there are two possibilities. 1. The battery is old and not capable of holding a full charge (needs replacing), or, the STATOR is bad and not charging the battery. "What is a stator and what does it do? The stator is the stationary part of a rotary system, found in electric generators, electric motors, sirens, mud motors or biological rotors. Could be a bad relay….bad switch….bad ground. Make sure it’s JUST the headlights. If all the lights are flicking/pulsing odds are you have a voltage regulator going bad.
Many video cameras are like strobe lights. They take a picture for a very short time, wait for 1/60 second, and take another picture. Since most LEDs are driven by short pulses, sometimes the pulse will line up with the camera frame and sometimes they won’t. The flickering is due to aliasing between the frame rate of the camera and the pulse repetition rate of the LEDs. Another form of aliasing is when things in an image change in smaller increments than the pixels. There are ways to implement anti-aliasing, and one of the best ways in a camera is to use longer integration times for each frame.
LED lamps (unlike incandescent lamps) do flicker, owing to design choices in the lamps’ power supplies, but too fast for you to notice, usually. Movie cameras of all sorts function as a stroboscope, and allow you to see the repetitive image, or flicker, apparently slowed down a lot. The wagon wheels in old John Wayne movies did the same thing. In some scenes, the wagon wheel seemed to be turning backwards due to the stroboscopic effect.

The LEDs are running on what's called a "duty cycle", wherein they aren't on all the time. A 50% duty cycle would mean that the LED is on half of the time and off half of the time. The reason for this, if I remember right, is so that the LED can be run at a higher brightness than would normally be possible at 100% duty (always-on) without burning up the diode. The flickering you see is just the camera happening to capture a frame while the LED is turned off during its duty cycle. I had to explain this concept to my parents when reviewing footage of my car autocrossing, and they thought my third taillight was failing or something because of the flicker
The flicker is the result of nonsyncronous nature of the LED light frequency and the camera capture frequency. LED lights are not on continuously, they flash at a high rate that appears to the human eye to be continuous. Cameras don't record continuously, they capture single frames at a high rate that on playback appears to the human eye to be continuous. When the LED is dark between flashes and at the same instant the camera captures a frame, the playback shows a flicker when that dark frame is displayed.
Either the wire holder connecting the bulb is loose or your alternator is generating more voltage due to a faulty regulator. Get it checked by the electrician.
Not sure on the meaning of blinking headlights, what comes to my mind is you could be referring to using of pass feature or flashing high beams of the headlights or if you had watched the videos of Auto reviews in TV or youtube where the headlights flicker. They are the effects added to headlights in post editing.
