Why is the IAF far behind from PAF in modern warfare equipment like AWACS and BVR missiles in spite of having 6 times more budget?

Far behind in modern warfare equipment? Not really if we take into account what really constitutes modern warfare equipment. There is much more to it than BVR missiles and AWACS. Since the question was primarily about these two, lets start from missiles and sensors first and then move on to what really modern warfare equiments are from the air forces PoV. Missiles: Considering only the A2A component, there are 2 types: CCM(Close combat missile) and BVR(Beyond visual range). The primary CCM in IAF is the Russian R-73 and the french Matra Magic(being phased out now). The IAF is investing heavily in the CCM component by switching to new generation missiles like the MBDA ASRAAM. This missile is being fitted to the Jaguars and is being also being considered fleetwide. On the BVR front, R77 is not as obsolete as is being made out in the media. Despite all the propaganda about the enemy's AIM 120 C-5 being the next best thing to sliced bread, the fact that the OPFOR had to fire off mutiple missiles to stave off the Mirages's and MKIs' without shooting them down in the bargain, doesnt really speak that highly of the missile. When the OPFOR is numerically stronger and has fired off missiles first, they generally start off with an advantage. Had the IAF being asked to hit them first, the RoE not withstanding, the R-77 would have had the same kind of impact. The Mirages were also carrying the MICA which came with their upgrades, which is also amongst the top of the line BVRs' in thw world today. Fact remains, based on the audio transcripts and the AWACS data, the other side lost their nerves and seeing the Mirages and the MKIs entering into the fight, fired off multiple missiles with some even outside the Dmax range. This kind of pray and shoot is not really needed if the missile is supposedly the other side's amongst the most potent weapons. Speaking further, with the impending induction of Rafales with their meteor missiles, the enemy will be outranged and outgunned. Likewise, the introduction of the Astra BVR will too address the BVR arena as it is better in practically every way to the R-77. Besides this, the Israeli Derby, R-27 variants too adorn the IAF's quiver and net net are not outdated by any means. Sensor suite: If we include AWACS/AEW&C here, the IAF has 3 Phalcons and 2 Nethras as of now. The Phalcons by virtue of their capabilities, remains the top dog irrespective of what the enemy throws at us, whether they are the Erieyes or the ZDKs'. Numerically though, we could definitely have been in a better position. The Phalcons and Nethras though stellar for their roles, are not sufficient for a two front situation, a possibility that is nearer than we think. Admittedly the OPFOR has the advantage of more platforms, their capabilities notwithstanding. The proposal to acquire more Phalcons has been hanging fire for quite some time now due to various reasons. The only silver lining is that the Nethras have impressed the IAF top brass and the incumbent chief has made the right noises about acquiring more of them. Coupled with the fact that AWACS-India, a project by DRDO to install Phalcon style radars to provide 360 degrees coverage will come online this decade, things seem to be looking up. Tankers: Another area that needs a boost. The air force has only 6 dedicated IL-78 tankers. This is grossly inadequate for the current force structure. The OPFOR has 4 of the same type. The proposal to acquire A330’s in a tanker role had to be shelved for various reasons. Pound for pound, there is not much difference between the two airforces in this front. EW,SIGING/COMINT platforms: The IAF outguns the enemy forces here and its not even a fair comparison. Other than the Bison that will be on its way out, all the current fighters and the planned ones, have significant EW capabilities. The Bison too can cart Israeli ELTA jammer pods but for a fleet on its way out, these jammers were not considered for the entire fleet. The upgraded Jags, Mirages, Mig 29’s, Tejas, Rafales and MKI's have external jammers and also carry internal ones in certain cases. Software defines Radio's too are being implemented fleet wide for secure communication and data links to enable passing of data, are being upgraded to make use of current technology. As far as special missions aircrafts, the IAF makes uses of Boeing 707’s and Gulfstreams for this purpose. These specialise in Signals Intelligence and Communications Intelligence. In addition, the upcoming ISTAR platforms to be developed in collaboration with Raytheon, will only widen this gap. Drones: The IAF utilises Israeli drones for surveillance and in some cases, SEAD/DEAD missions. The Israeli drones like the Searcher and Herons have been in use for a long time now for surveillance missions. Besides these, the Harop and Harpy kamikaze drones too are in service in sizeable numbers that are used to home on to enemy emissions and detonate overhead for Suppresion/Destruction of enemy forces. Technologically, these are far superior to what the other country can muster. Though, the neigbouring country has been using armed drones acquired from their sweeter than honey and raller than mountain friend, the recent news of acquistion of armed Heron TP drones along with the impending acquisition of armed drones from the US on account of the recent US-India bonhomie, this capability is poised to improve further significantly, both numerically and qualitatively, not including the inevitable Rustom armed drone acqusition. Targetting and recce pods: The IAF was an enthusiastic pod user and has a large number of these, an overwhelming number of which are the Israeli Litening variants. These are some of the best pods used for surveillance and reconnaissance. These are in use fleetwide. The probable acquistion of talios pod with Rafale further skews this in the IAF's favor. The best pods that the other country uses are the ATLIS, Sniper and Turkish ASELPOD, which though certainly capable do not favor comparably with the new pods coming online with the IAF. Radars: This is one area that has seen the IAF make much headway. A large number of Medium power radars, Mountain radars, Low level tracking radars and many 3D and 4D radars have entered service with the IAF of both the Indigeneous and imported ones, specially from France(Thales) and Israel. Upgradation of existing radars continues apace and high powered radars that see deep into enemy territory too has been sanctioned. Coupled with the fact that the data from all these sensors and Airborne platforms are used under the auspicies of IACCS, this becomes a very potent threat to enemy forces. Existing plugs in air covergae have been plugged and though not completely sealed especially in the mountanious areas, the current pace with which things have moved, gives a very good hope. The neigbouring country to our west, too has modernised with capable systems but not to the effect of IAF, that virtually covers the air borne threats from very low levels to high levels. Surface to Air missiles(SAM) and PGMs: Another area that has seen a massive push from the Indian air force. The existing pechoras are being digitised to enable them to retain their lethalness. In addition to the OSA missile batteries, the air force now is bristling with Akash, Spyder and the soon to be inducted Indo-Israeli MR SAM. The Akash has seen huge numbers, a sign of the confidence that the air force reposes in them. The MR SAM will handle targets that Akash at present cannot and when the S400 enters service, the coverage will expand into hitherto unheard of areas. With targets than can be engaged from very large distances to very short ones, courtesy the Close In Weapon System(CIWS, whose trial and subsequent awarding of contract is to commence soon), the entire spectrum of air threats can be handled. Coupled with the fact that a very large number of Indian delivered munitions of both the guided and unguided variety viz SAAW, NGARM, HSLD and LGB, the air delivered weapons too have received a maasive fillip. The existing weapons like the russian Kh series of missiles and a large variety of TV guided bombs, french marte missiles and the large numbers of Israeli LGB's and missiles like the 3rd gen popeye/crystal maze, the air force is in a happy position of sorts. The induction of Air launched Brahmos is another aspect of this modernization. This type of upgradation is truly massive and more than anything that the OPFOR has in its inventory. Space assets: The air force has its own dedicated space satellite, the GSAT-7A. Though the force can certainly make do with a much larger force, this has been deemed sufficient as of now. Our western neighbour also uses a couple of them for civil/military uses, but its not a patch on the capability that we have, both planned and upcoming. The impending creation of the space command with the IAF at the helm of it, this capability will grow further, existing the gap. Force structures: The current air force structures is skewed heavily in the IAF's favor. The F-16's and JF-17's can be countered with the existing force of MKI's, even if we exclude the upgraded Mig-29s and Mirage 2Ks. The Jags which is already being upgraded to DARIN III standards will make it a formidable jet with its AESA radar and ASRAAM missiles which will allow it to fight its way through enemy interceptors. The Tejas whose capability is now being finally appreciated after watching its performance in live exercises, is a potent weapon platform. The immint upgradation of the MKI to the super Sukhoi standard will address some near obsolence issues. The incoming Rafales, Tejas Mk 1A and its iterations will transform the way thr IAF fights. The 114 nos of platforms that the IAF seeks to acquire to tide over the depleting force structures, which when happens will further augment the force structure as will the fifth generation aircrafts whether it is the FGFA with the russians or the AMCA. All of these are supremely capable assets, with multi role capablities and the enemy forces will have an hard time addressing them. Net net, the IAF has a massive edge over its northen neighbour, the relentless propaganda notwithstanding. Starting this decade, the force structure will skew more heavily in the IAF's favor. Rest assured, the forces know best and know how to address both the shortfalls and how to address them. Do not get swayed by what others say and trust your armed forces. The enemy knows what has hit them and that their nuclear threshold has been breached, despite proclamations and false bravado.

First off, this is completely doable. My memory is nothing magical and yet I can memorize a full deck with no errors in about 15 minutes. Really: I had the deck in my head over the next couple days because I worked hard to get it in there to begin with. Here's how I did it, and how you can too ... The Deck Goes In Your Memory Palace, We're good at memorizing certain bits of information. Playing cards and numbers are not among them. But we are good at remembering images and spatial surroundings. And that's where we're going to put our cards. I want you to think either about where you live now or where you grew up. I want you to walk there in your head. Walk along a path that goes clockwise inside where you are. Find 13 memorable points along that path such as a refrigerator, stairs, a computer, those kinds of things. Walk that path in your head until you're comfortable with it. This is just what I use. Sometimes I adjust it for more memorable things. It's Story Time, I chunk cards together because chunking in general is a good way to memorize more information at once. I go with four cards at a time. It also works out well because four is a factor of 52. Here's the formula: First card's subject performs the action of the second card. This is performed against the subject of the third card which responds with the action of the fourth card. Some cards are going to get weird, which is fine. Your images have to be memorable, so they should be as dramatic as possible. I find it also helps to ask why this action would take place. Here's an example. Cards: 2D 7H 8S 2C Batman knees Hulk Hogan in the stomach. Hogan becomes so fearful that he builds an enormous dam to divide them. The Full Process, Learn your deck after assigning each card a subject and action (this is the hardest part). Familiarize yourself with your memory palace. Draw the first four cards. Imagine the graphic scene taking place at the first stop of your memory palace. Repeat step 3 for the remaining 12 stops of your memory palace. Immediately put the deck down and close your eyes. Go through the path of your memory palace and recreate each scene from memory. You can also add more detail here if you like. Recall the deck ,Some Notes, This'll take awhile at first, especially to get your deck images down. You'll make some mistakes and occasionally touch up your images with new ones.
